JOB SUMMARY: 
Perform general police duties in connection with the property of the Protestant Episcopal Cathedral Foundation.

Duties and Responsibilities:

  1. Work as a Special Officer for the Protestant Episcopal Cathedral Foundation to provide that:
    1. Personal safety is assured for all persons visiting, attending, or employed within the limits of the Foundation Grounds;
    2. The property belonging to the members of the Foundation and all others within the limits of Foundation Grounds is safe and secure; and that
    3. General police duties are performed in connection with the property of the Protestant Episcopal Cathedral Foundation, as prescribed by the District of Columbia Municipal Regulations, Title 6A, (Chapter 11), Title 17 (Chapter 20 and 21), MPD General Orders.
    4. These duties include, but are not limited to; security, command post, traffic control, accident response, crowd/person management and control, escort of valuables and administrative responsibilities.
  2. Possesses the ability to represent the PECF and the Police Department in a professional and respectful manner while interacting with a diverse set of individuals within the workplace and the Close.
  3. Perform other duties as assigned.

Security

  1. Locks and unlocks assigned facilities within the time schedule designated.
  2. Responds, either on own initiative or under direction of chain of command to any threats to or incidents menacing the safety and security of the Close.
  3. Carries out foot and vehicle security patrols throughout the foundation. Checks the security of facilities, investigates suspicious persons and packages, responds to requests for assistance, etc.
  4. Enforces access control policies of the respective institutions of the Foundation, permitting access to the various facilities to only authorized persons.
  5. Maintains a constant vigilance for fire, monitors alarm systems, carries out specified actions in event of fire/fire alarm, etc.
  6. Acts as Security Watch on specific requested or assigned and positions, e.g. school dances, protection of valuable equipment, sporting events, major functions within the foundation, etc.
  7. Maintains continuous vigilance for potential terrorist activities and/or situations that may have terrorist-threat characteristics.

Command Post Duties

  1. Operates the communication desk two-way radio.
  2. Be alert in monitoring and recognizing developing situations coming across the local police net and/or local news reporting agencies.
  3. Operates desktop computer, including the opening and sending of electronic mail.
  4. Operates a multi-line telephone system, while extending professional telephone courtesy.
  5. Prioritizes incoming telephone requests and/or multi-communication activities.
  6. Passes on, posts, relays, or communicates effectively information as needed.

 

Traffic Control

  1. Assists pedestrian traffic crossing.
  2. Directs vehicular traffic.
  3. Monitors parking and parking areas.
  4. Enforces parking and traffic violations.
  5. Operates speed radar unit.

Accident Response

  1. Responds to all accidents and reports of accidents: personal, vehicular, equipment, structural, etc.
  2. Administers First Aid to injured persons.
  3. Requests needed medical assistance.
  4. Investigates causes, conditions, etc., of each accident and submits clear, concise written reports.


Crowd/Person Control

  1. Directs visitors, establishes restricted areas, and establishes crowd control measures.
  2. Takes action to remove mental health consumers, undesirables, unruly persons, etc., from Foundation facilities. May at times require physical force and could result in physical resistance.
  3. Takes appropriate action to monitor and restrict the direct or indirect actions of protestors and demonstrators, etc.

Escort of Valuables

  1. Escorts and provides protection for persons transporting Foundation funds as designated by superiors.
  2. Safeguards and disposes of “Lost and Found” items in accordance with department regulations.

Administrative Responsibilities

  1. Maintains 100% weapons and ammunition accountability of assigned weapon.
  2. Properly records, files, and presents all documents pertaining to the department’s activities and involvements.
  3. Writes clear, concise reports on all incidents, accidents, etc., in a timely manner, then forwards them to the Corporal, Sergeant, and Security Operations management for final approval and distribution.

Minimum Qualifications (education, certification, experience):

  1. Must be 21 years of age or older.
  2. High school diploma or GED.
  3. Must have or be able to obtain and maintain a commission from the Metropolitan Police Department to serve as a Special Police Officer.
  4. Must possess and maintain a valid U.S. driver’s license. Must submit driving record at initial interview.  Driving record must be free of any conviction in any jurisdiction of Driving Under the Influence of Drugs or Alcohol (D.U.I./D.W.I.) within the five (5) years immediately preceding the date of application. Must not reflect a refusal to take a blood or breath test as required by the implied consent of any jurisdiction within the five (5) years immediately preceding the date of application.  Must be free of any conviction of Eluding Police, Hit and Run, Vehicle Speed Competition or Death by Motor Vehicle.  Must not contain the suspension or revocation of driving privileges in any jurisdiction within the past five (5) years for any reason other than failure to pay fines and costs.
  5. Must be able to qualify with a .9MM caliber handgun as prescribed by Metropolitan Police Department regulations.
  6. Must pass annual Fitness for Duty physical.
  7. Emergency First Aid certification.
  8. At least one year experience as a police officer, school resource officer, special police officer or security guard.
  9. Must test negative on random drug and alcohol tests, and reasonable suspicion drug and alcohol tests.

 

Knowledge, Skills, Abilities (ex:  best practices, teambuilding, detail oriented):

  1. Must be familiar with the DC Municipal Regulations, Title 6A, Chapter 11, as set forth by the Metropolitan Police Department, and adhere to them.
  2. Basic knowledge of computer skills, including Microsoft Office (Word, Excel, Outlook).
  3. Good interpersonal and communication skills.
  4. Must be able to work well within a diverse workforce.
  5. Must be able to deal tactfully, but firmly with the public, and to enforce traffic laws and established rules and policies for crossing guard operations effectively.
  6. Must be able to lift, carry, push, or pull up to 50 lbs. Must be able to remove or carry a person from a dangerous situation.
  7. Must be physically and mentally capable of performing law enforcement duties.
  8. Must be able to react quickly and calmly in adverse situations.
  9. Must maintain a working home or immediate contact telephone number, and keep a current listing on file in the Foundation Police Office

 

Working Conditions (Schedule, Physical Demands, Environment):

  1. May be assigned to work any shift on any day of the week.
  2. Work rotating shifts.   Regular shift working hours are:

Shift 1: 6AM to 2PM
Shift 2: 2PM to 10PM
Shift 3: 10PM to 6AM

  1. Frequently work overtime duty whenever instructed by a Supervisor or Management, and report in when called for such overtime or emergencies.
  1. Must be able to work inside environmental conditions having the lighting, temperature, and noise of an open floor-plan office environment. The employee is also exposed to outdoor conditions when responding to calls, and may be frequently exposed to weather elements including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, fumes and smoke, intense heat, electrical hazards, confined or high work places, dangerous animals, extremely loud noises, hazards associated with traffic control and working in and near traffic as well as natural and man-made disasters.
  2. A portion of work is performed within an office environment, primarily behind a desk, and frequently includes the operation of a computer. The employee must read and write, and interact with others in person, over the phone, and via other devices. The employee may move about within the facility to access file cabinets, documents, office machinery, and other equipment. Travel is often required to outside sites in order to perform the duties described above, as well as to attend meetings, trainings, events, and other business activities. Work also requires running, walking, standing, bending, crouching, and crawling, lifting, carrying, and/or moving equipment, pushing and pulling various objects, and operating assigned equipment including departmental motor vehicles. Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects.
  1. Must be willing to adhere to rules and regulations including strict uniform and grooming rules governing this department as well as the codes for Special Police Officers established by the Metropolitan Police Department.


Work Schedules, Leave, etc.

  1. Normal paid duty time for each shift is eight hours. A formal lunch period or break time is not specifically allocated within this time period.  However, it is understood that members of the department will be allowed to take a break during the shift.  Mission and duty requirements have priority as to when or for how long a break will be taken.  A lunch period will not exceed ½ hour.  If there are only two officers on shift, the patrol officer will take their break while monitoring the desk and the desk officer will begin patrolling the grounds.
  2. At no time or under any circumstances will a PECF owned vehicle be used for lunch runs or any other unofficial duties. A PECF vehicle leaving the close can only be authorized by the Captain or the Director of Security. This does not restrict you from driving on the streets around the Close to patrol from one area to another or to respond during a medical or police emergency. At no time will the Foundation Police Office be left unmanned or telephones transferred to another office, unless directed by the Captain or the Director of Security.
  3. In case of illness you must call in at least 4 hours prior to shift, using proper call-in procedures.
  4. Earned annual leave for extended periods will normally be granted during the months of June, July, and August. However, given unusual circumstances, annual leave may be granted throughout the year.  All leave is approved at the discretion of the Captain or Director of Security.
  5. Must maintain a working home/cellular or immediate contact telephone number, and keep a current listing on file in the Foundation Police Office.
